Baker City man in jail after being arrested in separate incidents on Saturday

A Baker City man was arrested twice on Saturday, Oct. 26, for different incidents, and in both cases he initially refused to stop when ordered to by police.

Jacob David Thomas Smith, 33, was in the Baker County Jail on Monday morning, Oct. 28.

He is charged with third-degree escape, a Class A misdemeanor, according to court records. Judge Matt Shirtcliff set Smith’s bail at $10,000. He could be released by posting $1,000. Smith is scheduled to appear in Baker County Circuit Court Wednesday, Oct. 30, at 8 a.m.

The first incident started around 3:15 p.m. when Baker City Police were called to a report of a physical and verbal fight near J and Birch streets, Baker City Police Chief Ty Duby said.

Duby said Smith initially argued with Sgt. Michael Regan, who told Smith he was under arrest.

Regan eventually arrested Smith and took him to the Baker County Jail, where he was booked and released.

About five and a half hours later, around 8:40 p.m. Saturday, officers Mason Powell and Joshua Horlocker responded to a report of a restraining order violation in the 300 block of Second St.

According to Horlocker’s probable cause affidavit, officers confirmed the restraining order and found Smith inside a home where the protected person was.

Smith fled the house on foot after Powell told Smith he was under arrest, according to Horlocker’s affidavit.

Officers found Smith about a block and a half away and arrested him.
