The Baker City Council apparently will have to appoint someone to replace Carly Annable, who was elected to the Council Nov. 6 but moved out of town before she could be sworn in.

Which version of the City Council will make that choice, however, hasn’t been determined.

The current Council will discuss the situation Tuesday in what’s slated to be its final meeting of 2018. The meeting starts at 7 p.m. at City Hall, 1655 First St.

Councilors are scheduled to certify results from the election, in which four of the seven Council seats were to be decided, and to discuss how to replace Annable.

The city staff, after consulting with attorney Dan Van Thiel, County Clerk Cindy Carpenter and officials from the Oregon Secretary of State’s Office, determined that Annable’s departure from the city creates a vacancy on the Council that, according to the city charter, must be filled by an appointment by the City Council.

The City Council has a number of different options on how to fill the position. The current slate of six councilors could appoint someone.

They would have to schedule a special meeting later in December, as two current councilors, Rosemary Abell and Adam Nilsson, will end their terms Dec. 31.

Another option is to leave the appointment to the newly constituted Council that convenes in January. That group will include two councilors elected Nov. 6, Lynette Perry and Ken Gross.
