The Baker City Council on Tuesday passed the first reading of an ordinance imposing a monthly public safety fee.
Councilor Arvid Andersen cast the lone dissenting vote.
Andersen also voted against a motion that would have allowed the City Council to pass the second reading of the ordinance Tuesday.
Ordinances take effect only after three readings. And because city rules require that the second and third readings happen at separate meetings, Andersen’s opposition means councilors will have to vote on the second and third readings of the public safety fee ordinance at two separate meetings.
Andersen said he voted no Tuesday to give residents as many chances as possible to tell councilors what they think about the proposed fee.
